Since posting this image I have received numerous inquiries as to how it was made. It's quite simple assuming you have Adobe Photoshop or any other image enhancement software that has a Motion Blur Filter and layers with masking abilities. As with most image enhancement software there are probably several different methods to accomplish the desired effect. Since I used Adobe Photoshop here's a brief description of how I used the Motion Blur Filter. Once the image is adjusted for Composition, Exposure, Contrast, Highlights, Shadows, etc it is opened in Photoshop and a duplicate layer is made. Mask out any subjects you do not want to apply the Motion Blur too. Select the Motion Blur Filter and adjust the amount of blur you find best works for the image. I find that images with horizontal features and a variety of colors and hues work best for this type of effect. That's the basic procedure. I would recommend experimenting with various adjustments and subjects. Good luck.
